While a steep, compact staircase might save you half a metre of lawn space, it violates the National Construction Code (NCC) and becomes a massive trip hazard. If someone falls and injures themselves on non-compliant stairs, your home insurance may even refuse to cover the claim.

Under the National Construction Code (NCC 2022) Housing Provisions Part 11.2.2, external stairs for a residential home must meet strict dimensions. Carpenters refer to these as "risers" (the vertical height of the step) and "goings" (the horizontal depth you step your foot onto).

To be compliant, your deck stairs must meet all of the following requirements:

  • Risers: Must be a minimum of 115mm and a maximum of 190mm high.
  • Goings: Must be a minimum of 240mm and a maximum of 355mm deep.
  • The Ergonomic Formula (2R + G): Twice the riser height plus the going (2R + G) must equal between 550mm and 700mm.

Why does the "2R + G" formula exist? It represents the average human stride. If a step is too tall and too shallow, you will trip going up. If a step is too long and too short, you will end up "stutter-stepping" awkwardly on the way down. Handrails and Balustrades (AS 1170)

We won't dive too deeply into balustrades here, but it's important to note that if your stairs are more than 1 metre off the ground at any point, they legally require a balustrade. Additionally, if you have more than a few steps, you generally need a handrail to comply with the NCC. That handrail must be continuous, structurally sound (able to withstand loads dictated by AS 1170), and set at a height of 865mm to 1000mm above the nosing of the stair treads.
